Changeset IDs can be retrieved from the changeset dump (an XML file, very slow to parse).

If the activities of the user were limited to a specific region, you can download an extract of the full history planet dump with all user data from https://osm-internal.download.geofabrik.de/ The full history planet dump extracts are updated weekly.
