I haven't personally tried it, but do fully expect it should work.

You'll need to install a Java runtime environment like OpenJDK:
https://phoenixnap.com/kb/install-java-raspberry-pi

Once you do, JOSM itself is platform independent, and just relies on that
JDK to run.
