  Exactly. I like to quote Steve Coast who said/wrote something like
"OpenStreetMap is when people meet in a pub, drink beer and start
talking about mappzz".

  It was and is meetings face to face which make people know/bond
better which creates a better group. Another point for face to face
meeting is that you could be surprised how many people want to do
something for OpenStreetMap but not edit the data, or people who are
not too keen to write to mailing list. All of them have a much better
chance to get involved in face to face meetings.

  If meetings are announced publicly, you could also get contacts from
local cartography/gis association members which would usually not only
give you some experienced/useful tips but could also be a way to get
your hands on some open data.
