I think one should not put a particular separator in the tag in the hope to have a label drawn as such on a map.
If a separator like ; is used, it's easy enough for the renderer to concatenate values with a '-' , a ' ', write each name on a separate line or whatever.
Otherwise, don't use a 'name' tag, but rather a 'label' tag, the intent will be more clear.
