[OSM-talk] Automated edit to fix the missing building parts in the Spanish Cadastre/Buildings Import

Hello

The Spanish Cadastre Buildings Import have been underway from 2018. It
provides addresses and buildings with 3D attributes. We adopted the
decision to omit those building:parts whose tags (building:levels:*) are
already present in the outline of the building. This does not meet the
Simple 3D Building scheme that requires all the building outlines to be
filled with building:parts.

This method has now been changed in the import conversion tool so
municipalities prepared to import from now on comply with the standard.
Anyway, there are many buildings already imported so we present this
proposal of automatic edit to fix them.

It operates on each of the import changesets. It downloads the current
version of the imported buildings and all the building:parts in the
changeset bounds. The missing building part is constructed by subtracting
the building:parts to the buildings. The new building:part makes reference
to existing nodes and ways (in the case of multipolygons).
