It's ok to improve Key:ref with specific references chapter and general
information at the beginning of my draft.
It's also ok to create a more specific page regarding update tracking with
help of references in OSM, instead of variable osm ids.
We will have to discuss about the relevancy of reg_ref, unsigned_ref,
local_ref and so on...
To me, with the help of specific refs (ref:FR:*, ref:*...) properly
documented with extensive validation rules, they aren't required any more.
Given problem it's hard to document reg_ref with local rules between
countries for instance, while it's more appropriate with ref:* keys.
Maybe a formal proposal page will finally be necessary about that.
