[OSM-talk] Vandalism

Give the user some time (days, 2 weeks ?) to reply, maybe it's part of 
some bigger plan or personal project he has in mind and works on it 
later. The bbox is big though, which is inconvenient but not incorrect, 
but give him a chance to reply, complete or correct. He also doesn't 
seem to be a native english speaker, so adding some remarks even 
generated translation in Arabic might go a long way. This changeset is 
just 2 hours old.
