[OSM-talk] Smartphone mapping in Africa

See http://vespucci.io/tutorials/offline/ the functionality is a good 
three years old in the mean time and doesn't require any special 
infrastructure outside a bit of band width to download a new file now 
and then.

One day I might get around to building a solution to update in place, 
but for the kind of areas John is talking about tiling is near 
instantaneous anyway.
