Yes. This is a deliberate removal of tracking, including tracking added
deliberately - especially tracking added deliberately.

Though vast majority is unintentional or even misleading additions,
intentional attempts to track people using links from OSM seems rare.

But I prefer removal of this parameters over leaving deliberately misleading
ones that would reduce tracking quality.
