is a specific example that I kept for now.

HOT-organised mapping often has extremely low mapping quality,
but I have never investigated whatever it is result of many newbie
mappers, recruiting people not really interested in mapping,
poor design on HOT-side, problem caused by mapping setup
unique to HOT or something else.

Note that the same building was mapped twice, not sure how.
