[OSM-talk] Highway access on hospital grounds

I guess that this is a misunderstanding. My impression is that "Should the
highways on a public hospital grounds (footways, etc) have ..." is intended to
mean "should the highways on public grounds of a hospital have ...".
Public grounds in terms of publicly accessible. The topic is about how to
prevent routing of general traffic through hospital grounds while keeping the
ways tagged as accessible and not private.
