[OSM-talk] waterways through water bodies

Having river ways through waterbodies is a data augmentation* which
helps a lot with:
1. Routing via rivers (say cayaking)
2. Calculating river basins (f.e. https://openmap.lt/baseinai.html)
3. Water network QA checks.

For routing (cayaking) purposes we also add additional tags to
indicate that water speed is ~0 in lakes/reservoirs (used in
speed/time calculations).

* which is not essential, but helps a lot.

P.S. The interesting questions are: should such waterways have a name
tag? if so, should it be displayed on a map? which map?
