it depend your meaning of "forest relation" in a osm context :

1) a wooden area and most pitch aren't a wooden area, so it's perfect
fine to have a pitch as inner of a wooden relation.

2) the whole (sometime named) area that include trees, ponds, some
clearings, sometime a picnic site, a parking.
in this context, it is fine to have a pitch without using inner.
