[OSM-talk] long text including URL in source tag

I wouldn't classify it as spam, since including a URL in source can be very
helpful with clarifying licensing and/or accuracy questions, and there's no
obvious advertising angle such as a referrer link, but the Czech community
could probably offer better context.
