In the wiki, when you click on the account name it actually says "There
is currently no text in this page" rather than "there is no user". The
user exists, they have edited 2 or 3 pages (see
https://wiki.openstreetmap.org/wiki/Special:Contributions/%EA%B8%B0%ED%9B%84_%EB%B3%80%ED%99%94
), all fairly recently. They just have no text on their personal page yet.
There isn't an OSM username that matches that wiki username, but that's
not particularly a surprise - many users have different OSM and wiki
usernames (and many have more than one OSM username, of course).
