I didn't do anything special and was unaware of this until you asked me
about it.  Generally, email formatting is that names without special
characters aren't quoted, and when names have special characters (like a
. or ,) the standards required quoting.  An example where it is required
is

  From: "John Doe, Jr." <johndoejr at example.com>

I see that Amanda's mail to the list had the header

  From: "Amanda McCann" <amanda at technomancy.org>

which is entirely within standards, and it seems obvious to me that my
mail program (emacs/gnus) must have copied the From: contents into the
To: field and the quote attribution line.  I must not have noticed,
because names in email addresses are in quotes often enough that I
consider it normal.

Your From: address, in contrast, lacks the quotes (as does mine), and my
outgoing draft shows it that way in To: and the quote attribution line.

All that said, I don't understand why you are asking about this, for
three reasons.

One is that quotes on names in email are fairly common, and I also
tend to see other forms with more quotes and <> than are necessary.

The second is that it seems entirely polite to use someone's email
address exactly as they did, even if the quotes could be dropped while
remaining compliant with standards.

The third is that I am unaware of unnecessary quotes in email formatting
being considered offensive.
