How can we make sure that there won't be eager translators who embark on 
a quest to change every single page to use the "new system" without even 
being in touch with those who cared for these pages before?

Can we make a rule that the extension should never be forced onto an 
existing page without previous engagement?

Not a day goes by in OSM without someone "helpfully" doing an import or 
clicking away on a badly designed task manager task or something else 
that they believe makes the world a better place and later it turns out 
they've caused more damage than they did good. I fear that the same 
could happen to existing pages once the extension is enabled - someone 
with too much time on their hands decides to make the world a better 
place by creating Esperanto versions of all pages, and for this first 
converts all pages to use the new extension, and nobody there to stop 
them...
