[OSM-talk] Upgrading to Java 11

I use JOSM for editing on Windows, and I am not a developer. Lately JOSM 
contains a message that it will no longer support the version of Java 
I'm using (version 8), and that I should update to version 11.  Yet when 
I go to the Java website (java.com), the highest version it offers for 
download is 8.  How do I update to version 11?  I did find the following

Are those instructions what I need to follow?
