What would stop someone from introducing pseudolocalizations today? Once 
upon a time, a user decided it would be appropriate to create localized 
versions of several category pages in every language known to the ISO, 
so that they could justify adding every language to the language bar at 
the top of every page on the wiki. We're still cleaning up after that mess.

You have a point that maybe some safeguards are worth considering. 
Banning a user is an extreme step, so do you think the processes 
outlined in the proposal would prevent an overzealous individual from 
escalating things to that point? I think this would be useful feedback 
to the proposer.
