The Translate extension already has a built-in safeguard against
applying the system arbitrarily. An ordinary user is only allowed to
request making a page translatable, by surrounding the translatable
content in a <translate> tag, which has no immediate effect. It's up to
a translation administrator to actually mark the page for translation
and split the page up into translation units. [1]
Translation administrator is a distinct user group in MediaWiki. The
revised proposal should describe how we want to assign this right to
users. Should it be a subset or superset of the administrator group?
Should we choose translation administrators from a broad selection of
active languages? Existing deployments have policy pages that could
serve as a starting point. [2]
Between this proposal and the periodic difficulties in upgrading
MediaWiki, I wonder if it would be feasible to stand up a public
MediaWiki instance with a configuration based on the OSM Wiki's. Then we
could stage extensions or major MediaWiki upgrades there and allow users
to try out the changes for a fixed amount of time before deployment. I
recognize that a test wiki would be additional overhead for the
operations team, but maybe the dev server would be a good home for this
kind of thing, alongside the OSM API and Rails port.
