As far as I can see that site doesn't hit the OSM Nominatim
instance - if you mean the search box at the top then that seems
to send all it's requests to api-2022.uchaguzi.or.ke.

If you're saying that server is then querying our Nominatim
then we need to know what responses it is getting. but most
likely it is not complying with the usage policy and sending
generic user agent and/or referer information.

Them talking to operations would probably be more productive
than getting a third party to play chinese whispers by emailing
the talk list.
