Why you want to remove electrification=no tags?

After doing this distinguishing "not electrified" and "no one checked"
is impossible.

(though "necessary for OpenRailwayMap" is not a good justification, some
used it to map railways where absolutely no trace remains and should not
be mapped in OSM. For example railway track that used to be in village,
which was replaced by 30m deep open pit mine).

note: tagging mailing list may be a better place for tagging questions
