I've seen many of these from iD editor and HOT mappers in Africa working
from imagery, mainly mappers with fewer than a dozen edits on unpaved
highways that are very minor connecting villages. I seem to recall that iD
suggested these tags at one time.
Which would seem to suggest that although some are tagged by mappers with
local knowledge many are not.
