Via mechanical edit, obviously not.

But let's imagine that a local community is using StreetComplete, and 
there are relatively few lit highways where they are.  As they survey 
things, they'll mark lots of lit=no and a few lit=yes.  The unsurveyed 
values won't have a "lit" value.  Eventually almost all of the roads 
will be lit=no, and I'd say that's OK, because it helps to say that 
"those roads have already been surveyed as lit=no".
