I have some reservations if these highways and addresses should have
been imported in the first place. OSM really isn't the appropriate place to
record overambigitious goverment plans.
For others, we talk about areas like these:

highway=proposed not being considered is a recent development and wasn't
fully intentional. I'll give it some thought if it should be added back.
