in word "Moderators" which links https://wiki.osmfoundation.org/wiki/Mailing_lists
page which is nonexisting.

Can it be fixed? 

I wanted to request moderator action (due to this blatant
offtopic/spam/trolling in suicide thread - at least one is applying) and I have no idea
who should be mailed/pinged.
