[OSM-talk] Translate extension to OSM Wiki - vote started

To be clear, vote was started.

It is not RFC, like I initially assumed based on the email title.

I am also submitting it to tagging mailing list - as people involved in
tagging discussions are likely caring how documentation is setup.
