It's been resolved quite satisfactorily.  The DWG reviewed both your unique
approach to highway classification, as well as your abusive and insulting
interactions with other members of the community.

Also, "started" is no longer correct.  I have in fact completed a manual
review of all highway=secondary paved bridges in Lithuania and downgraded
all of the ones that were bookended by highway=tertiary, consistent with
the block message above.  This resulted in 57 changesets.
