What is wrong here, is that the DWG has recognized a persistent, ongoing,
years-long pattern of hostile and abusive behavior, and has chosen until
recently to respond to that behavior only with commentary and remarks.
Andy's zero-day block a few days ago was the first in all this time that
concrete action has been taken.

I'm a soccer referee (football, if you must), and we have an expression
when it comes to managing player behavior: "what you allow, you
encourage".  While I'm all for giving second chances and allowing people to
grow and become productive members of our community, it's clear that in
this case, we've allowed and encouraged abusive behavior to continue,
sending the signal that the only response will be some harsh words in a
public forum.

This case in Lithuania is starkly similar to the sorein case in Romania,
even down to the strange tagging schemes and abuse directed at DWG members
that attempted to interact with the individual:

While I have a great respect for the absolute nonsense that the DWG has to
deal with on a daily basis, and I recognize the massive amount of work that
must have gone into compiling and documenting the pattern of abuse in the
Romania case, at some point the cost of dealing with the situation
decisively surely must outweigh the cost of continuing to field and respond
to complaints about the same individual who is unwilling to change their
behavior.
