[OSM-talk] New moderation team & etiquette guidelines for talk@ & osmf-talk@ list

The new guidelines need to be posted somewhere permanent on the OSMF
website. Right now they are on an Openstreetmap wiki which anyone can edit.
Or is the intention that the community can make edits for clarity?
