no osm tag
wikidata could do the job, including being included in a map.

imho the 2 real issues are
- the lack of tools to easily contribute to wikidata for geographical 
data (i.e. see on a map that a nearby city doesn't have a name in XX 
lang, clic, add it)
- the lack of osm tools that integrate wikidata information (e.g. I 
don't know of any navigation tool that allows you to use a name from 
wikidata to make a route with osm data)
