I'm not so sure it can be done by script because it is not a reversible, deterministic, 1:1 process.
The capital of France is written the same in French, English, German and many other languages. The pronunciation is however very different. If you were transliterating Paris into Georgian for example, would you approximate the phonetics of the French, English or German version? The letters in our Latin alphabet are pronounced differently all over the world, and I'm sure similar differences exist between e.g. Russian and Bulgarian or Serbian.
To me, the point of transliteration would seem to be to make the name pronounceable - so you could at least tell a taxi driver where you wanted to go.
