[OSM-talk] Could I globally replace [building:level] with [building:levels] ?

I like this idea. I've done similar cleanups in the past. A few general
recommendations from personal experience:

1. Only change building:level to building:levels where building:levels does
not exist yet.
2. Only change the tag on objects with building=* or building:part=*
3. Look at note=* and fixme=* tags on objects before you change anything
about them.
4. Do not get side-tracked by other tags that might be wrong, but edit them
in a separate changeset with a separate proposal.
5. Do not bother to separate by area. If someone objects to an edit, just
exclude their work area (see HDYC) from your changeset(s).
6. Do not engage in discussions about the sizes of changeset boundary boxes.
7. Run JOSM's validator before and after you make changes. You might do the
community a favour by fixing errors like self-intersections.
