[OSM-talk] humanitarian rendering in a degraded state

Hello,

Following 3 simultaneous problems:
- problem with osmosis in the recovery of the diffs to update
the database.
- disk space saturation due to a regression in the management
expiration files
- network problem between the rendering server and the 2nd backup database.

humanitarian rendering is in a degraded state:
- existing tiles continue to be available
- new tiles and updating existing tile are temporarily stopped
