[OSM-talk] bot proposal: shop values cleanup (low use values only, 1 used 250 times, three over 100 times, many used less)

shop=consignment
Locally it means a shop that sells things such as high end used clothes on consignment. ie the owner of the goods only get paid when the items are sold.
