Interesting - I hadn't perceived this.  But it fits with 'all notes must
be closed'.

I have come to view inappropriate closure as vandalism, but haven't yet
reported it to DWG.  That's almost entirely because DWG deals with too
much grief already, and complaining would feel personally discourteous
to DWG members.
