[Tile-serving] [osm2pgsql] PBF reader uses long int instead of osmid_t for osm ids (#18)

`parse-pbf.c` uses mostly `long int` to locally store OSM ids. That fails on 32bit systems for 64bit ids. It should be using the explicit `osmid_t` instead.
Already changed for dense nodes in bbe0de0e9d473e1d704641ac0efea51e9740603c, rest of code needs to be adapted as well.
