[Tile-serving] [osm2pgsql] nicer help message. (#57)

Sort help message by topic; more arcane options will now only be shown if --verbose is added to --help. The list of available projections has been dropped altogether because nobody uses anything else than 3857 or 4326 anyway, and if they do they will know what is available on their system.
