[Tile-serving] [osm2pgsql] Update and improve README (#59)

The README included in the repository needs updating and improving.

Newer feature like e.g. lua tag transform need explaining and also the build dependencies updated.

Give example of typically used parameter combinations. The default settings usually aren't appropriate for full planet imports and can lead to very poor performance. So documenting typical parameter combinations is important.
