[Tile-serving] [mod_tile] Another attempt at including mapnik include directories from mapnik-config (a975db9)

Some of the defines mapnik-config includes interferes with the defines setup via the configure script of mod_tile. So it doesn't seem like an option to include all of the defines set by mapnik-config. E.g. HAVE_CAIRO. If I am using a packaged mapnik binary that was built with cairo, but I don't have cairo dev installed (which is an optional dependency for mod_tile), then things will break if mapnik-config sets a define of HAVE_CAIRO while you don't actually have cairo.

Why would it produce invalid binaries? The API to mapnik shouldn't change based on the defines mapnik used during compile?
