[Tile-serving] [osm2pgsql] Allow phstore in style files even when --hstore is not specified (#61)

Can you add a description of the phstore flag to the default.style and also add an example?

Then you can write an integration test to make sure the phstore functionality works as expected. The current integration tests worked fine form me with this patch.
