[Tile-serving] [mod_tile] Bleed (#29)

@plepe your code has been merged for testing on osmfr tile server.

It solved a lot of problem, but some problems are still there (mostly placing text along computed lines), like avoid-edges not working anymore, I presume become the "edge" taken into account by mapnik is the "bleed" edge.

It looks like instead of making this change at mod_tile/renderd level, it should be handle directly inside mapnik.

I've worked around most problems with a dirty hack by clipping the data at postgis query level to get the same effect as "avoid edges".
