[Tile-serving] [osm2pgsql] Remove the INSTALL file created by gnu autotools (#65)

The README contains all the information in the INSTALL file that applies.

./autogen.sh will automatically update the INSTALL file, and git will want to
stage those updates, so having it in the repo is annoying.
