In this case it would probably be because that was what the user did in their original command line.

As a general rule, don't specify the cache strategy. osm2pgsql does a good job of using an appropriate caching strategy by default, it's only really potentially useful to pick the strategy where you have odd requirements related to the handling of virtual memory.
