[Tile-serving] [mod_tile] Developer Documentation (#62)

Great to hear that you are interested in helping developing mod-tile and renderd. More developers are always welcome.

Unfortunately, there isn't really any developer documentation available at the moment. Creating some is somewhere on my todo list, but it would be good to hear what kind of information would be most useful to make sure it covers the necessary. 

So for the moment, you are probably best off just asking any questions on the tile-serving list, or here in this ticket.
