Which part of my post has been unclear?

For reasons of high resource consumption (in terms of RAM and CPU power) I
proposed an osm2pgsql database without intermediate tables, as they are used
for database update only.

Thus updates need to be performed otherwise. An option for this would be
plain sql code produced by a patched version of osm2pgsql.

A machine which could serve as a master (still using osm2pgsql) would be any
tileserver using --hstore-match-only scheme of osm2pgsql e.g.
tile.openstreetmap.de
