[Tile-serving] [osm2pgsql] Hang on unsimplified diffs (#112)

So, some observations after that run.

1. I gave the wrong interval, so ended up rerunning diffs... ugh.

2. I doubt most people are running with  ``--append --number-processes 8``, so I could be hitting untested code paths

3. I'm giving these diffs to osm2pgsql as quickly as it finishes. Running with cron you'd give it a break between diffs
