[Tile-serving] [osm2pgsql] Default to number of cpus (#41)

Originally the ``--number-processes`` option defaulted to one because the multi-threaded code wasn't as well tested. At this point it should be well tested and unless they have a reason to do otherwise they should use the number of CPUs they have, particularly for an import. Larger servers might want to use less but they should be tuning their own osm2pgsql anyways.

The default for ``--number-processes`` should be the number of cores.
