[Tile-serving] [osm2pgsql] Remove old legacy osm2pgsql (#48)

At this point the legacy files are 6 years old, don't have the files to generate the Makefile, the Makefile from the time doesn't work, and probably wouldn't work with a 64-bit planet anyways.
