[Tile-serving] [osm2pgsql] 64 bit ids do not work (#23)

Further to this if I run the following:

./osm2pgsql -lsc -O null --hstore -C 4250 -d nominatim node_0002.osm

it completes correctly.

However with either -O gazetteer or -O pgsql, osm2pgsql seg faults.
